Conditions and Instructions for applying to the Scholarship Program The Higher Committee for Education Development in Iraq \ Prime Minister’s Office 2012
Overview:
In order to uplift the educational system and regain Iraq’s real position among the world, the Prime Minister; Mr. Noori Kamil Al-Maliki, had announced his educational initiative which intends to develop the education in Iraq, and its goals include sending students to pursue their university degree abroad in well-known international universities and in all fields of study in order to reduce the gap in the educational level between Iraq and other parts of the world.
Note:
Current scholarship program includes all specialties except medical clinical ones which will be announced for application later and according to limited shares for each province.
HCED Goals:
- Development of human resources through sending scholarships to well-known international universities.
- To be opened on the educational systems in the international universities.
- Development of education in all academic levels through updating the curriculum and methods of teaching.
General Conditions and Instructions:
- Applicant should be of an Iraqi nationality and be resident in Iraq for the last two years prior to applying for the scholarship program.
- Applicant should be of a good reputation, not convicted of any non-political or ethical felony.
- Applicant should be medically certified both physically and mentally making him able to study and serve in the government organizations.
- Neither the applicant nor the person accompanying the applicant has applied or obtained an immigrant or refugee permit from one of the countries or international organizations.
- Applicant should not be nominated or pursuing higher education studies inside or outside Iraq when applying to HCED scholarship program. Applicant also should not be accepted in any other scholarship program or have a study leave.
- Applicant should not be accepted, expelled or failed in the higher education studies inside or outside Iraq and his admission was cancelled due to his failure or leaving the study for illegitimate reasons.
- All HCED applicants will compete with other applicants of the same province. Applicant should make a commitment to serve in his province after graduation and according to the law and public interest needs.
- Applicant should have a minimum TOEFL ITP score of (425) or its equivalent in other standardized tests.
- Two extra scores (language competency) will be given to applicants with a score higher than (550) in OFFICIAL TOEFL or its equivalent in other standardized tests (except TOEFL ITP) providing that the test is valid (taken within the last two years from the date of test).
- For master degree applicants, three extra scores will be given for the first ranked applicant among the class, two extra scores for the second ranked applicant and one extra score for the third ranked applicant in the bachelor level. For PhD degree applicants, the same mechanism is applicable if the applicant’s rank is within the top (15%) among the class in the bachelor level.
Conditions and Instructions for Master Degree Candidates:
- Applicant’s age should not exceed (30) years.
- Applicant should hold a university degree (Bachelor) qualifying him to obtain the required higher degree.
- Applicant’s rank should be within the top (15%) among other passed students of the same year for the first and second attempts; provided that the high school average should not be less than (70%) and as mentioned in the graduation certificate.
- Competition points is calculated as follows: (50%) for bachelor degree average, (35%) for high school average, two points for language competency, three points for ranking competency in the bachelor level and (10%) for the interview and the students of the same province will compete based on the total points.
- Required documents to be sent for applying:
- High school certificate.
- Bachelor degree certificate (English copy) that contains student’s marks and rank for the first and second attempts.
- English language certificate.
Conditions and Instructions for Doctorate Degree Candidates:
- Applicant’s age should not exceed (35) years.
- Applicant should hold a university degree (Master) qualifying him to obtain the required higher degree; provided that the high school average should not be less than (70%) and as mentioned in the graduation certificate.
- Competition points is calculated as follows: (40%) for master degree average, (35%) for bachelor degree average, two points for language competency, three points for ranking competency in the bachelor level and (10%) for the interview and the students of the same province will compete based on the total points.
- Required documents to be sent for applying:
- High school certificate.
- Bachelor degree certificate (English copy) that contains student’s marks and rank.
- Master degree certificate (English copy).
- English language certificate.
Applying Mechanism:
- Filling in and sending the application form based on the applicant’s province and according to his ration card to the email address assigned to that province.
- Sending all required documents to HCED email address mentioned in the application form; provided that all original documents should be provided at the interview for verification.
- Applicant’s email address mentioned in the application form will be used as a reference to identify the applicant in the database and to receive all required documents and correspondences which should not be received via other email address. This email address should not be used to send documents for more than one applicant.
- Required documents for applying:
- All study certificates which should be in English and contain the applicant’s marks for all study levels:
- Baccalaureate certificate with the final equivalency certificate to calculate the average in case it was obtained outside Iraq.
- Bachelor degree certificate (containing applicant’s rank for the first and second attempts) with the final equivalency certificate to calculate the average in case it was obtained outside Iraq.
- Master degree certificate with the final equivalency certificate to calculate the average in case it was obtained outside Iraq.
- Ration card for 2012/2013.
- Recent identification card (stamped with the “Hologram Label”).
- Applicant should have obtained a minimum TOEFL ITP score of (425) or its equivalent in other standardized tests.
